Magny, who stands at No. 14, has won his previous two fights, outpointing Jingliang Li and Anthony Rocco Martin in successive outings.
Neal recently vented about a lack of fights available to him and told BJPenn.com he was back to his old job of waiting tables as he waited for a fight.
The late summer card is expected to be headlined by a light heavyweight fight between Anthony Smith and Aleksandar Rakic.
